Organizational Background
The Syrian Center for Media and Freedom of Expression (SCM) is an independent, non-governmental, non-profit organization committed to promoting freedom of expression, belief, human rights, and justice. SCM’s vision is a democratic society founded on equality, freedom, and the dignity of all individuals, underpinned by respect for human rights and the rule of law.
In pursuit of its mission, SCM supports efforts to build civil peace and safeguard the right to free expression. Within this framework, the Media and Freedoms Program at SCM is commissioning a research study focused on “Hate Speech and Disinformation” with a specific emphasis on Syrian media. To carry out this project, SCM is seeking an experienced and qualified researcher.
Research Objective
The selected researcher will be responsible for conducting a comprehensive study on fact-checking and countering disinformation, with a strong focus on how hate speech and disinformation manifest in Syrian media contexts.
Scope of Work and Deliverables
The researcher will be required to carry out the following tasks:
- Research Design and Planning:
- Develop and submit a clear research methodology to SCM by 15 November 2025.
- Design appropriate research tools, including:
- Questionnaires targeting Syrian journalists.
- Guidelines for conducting focus group discussions.
- Data Collection and Analysis:
- Coordinate and oversee data collection using the developed tools.
- Analyze the collected data in line with established research
Required Qualifications and Skills
- Academic Background:
- A university degree (Bachelor’s or higher) in Media Studies, Journalism, Communications, or a related field.
- Professional Experience:
- Minimum of five years of demonstrable experience in conducting media-related research.
- Proven track record in producing similar studies, particularly within conflict or transitional contexts.
- Technical Skills:
- Strong expertise in using social media analysis tools and monitoring platforms.
- Contextual Knowledge:
- In-depth understanding of the Syrian media landscape and familiarity with the political and social issues influencing media narratives in Syria.
- Other Competencies:
- Excellent analytical and writing skills.
- Ability to work independently and meet tight deadlines.

Evaluation Criteria
Applications will be evaluated based on the following:
- Relevant Experience: 70% of the evaluation score will be based on professional experience and qualifications.
- Financial Offer: 30% of the evaluation score will be based on the proposed financial compensation.
Contract and Duration
- The contract will be valid until the full execution of the deliverables outlined above.
- The selected researcher is expected to begin work on 30 October 2025 and complete the final deliverables by 28 February 2026.
