HRW’s Crisis, Conflict, and Arms Division investigates and advocates against violations of international human rights and humanitarian law during situations of crisis and armed conflict. The division works to ensure civilian protection, promote accountability, and strengthen the rule of law in some of the most challenging environments globally.
Role Overview
HRW is seeking a Researcher to join the Crisis, Conflict, and Arms Division, focusing on urgent human rights issues in the United States. This full-time, fixed-term position (one year) will be based in the Washington, D.C. office, with the option of remote work. The Researcher will report to the Division Director and collaborate closely with HRW’s U.S. Foreign Policy and U.S. Program teams.
Key Responsibilities
- Conduct fact-finding missions, interviews, and field research to document human rights violations within the United States.
- Collect, analyze, and verify information from a wide range of sources, including victims, witnesses, government officials, and civil society actors.
- Draft accurate, analytical, and persuasive reports, briefings, and advocacy materials to expose abuses and promote policy change.
- Collaborate with HRW’s Director to develop and implement effective research and advocacy strategies.
- Present findings and recommendations to policymakers, media, and international institutions to influence reform and accountability.
- Work with HRW’s communications and media teams to ensure broad dissemination of research findings.
- Support the development and execution of local, regional, and international advocacy campaigns.
- Respond promptly to inquiries from journalists, civil society partners, and the public.
Candidate Profile
Education:
A graduate degree, law degree, or equivalent professional experience in human rights, international law, political science, or related fields is required.
Experience:
A minimum of five years of professional experience in human rights research, policy analysis, or a related field is essential. Candidates should demonstrate experience conducting interviews, documenting violations, and working in complex political or security environments.
Skills and Expertise:
- Deep knowledge of international human rights and humanitarian law.
- Strong understanding of the U.S. national security framework, including laws governing the use of force and executive power.
- Familiarity with the racial and historical context of U.S. policing and immigration enforcement.
- Proven ability to conduct sensitive interviews with survivors, witnesses, and officials.
- Excellent English writing and communication skills.
Compensation and Benefits
HRW offers competitive compensation and comprehensive benefits designed to support staff wellbeing. The salary range for this position is USD 80,000–88,000, commensurate with experience.
